Cooperation with Morocco: progress on the SCUSI project
As part of the “Support for International University and Scientific Cooperation” (SCUSI) project, an initiative of the Auvergne Rh?ne-Alpes Region, “Internationalising training in business and notarial law”, Jean Moulin Lyon 3 University welcomed Mrs Imane Oualji, Professor at Hassan I University (Morocco), to the Institute of Property and Real Estate Law (IDPI) at the Faculty of Law from 8 February to 14 February 2022.
A specialist in property and notarial law, Mrs Oualji met with IDPI students to present the specific characteristics of Moroccan real estate law through a transversal “private law - public law” approach. During the 12-hour course, students gained an understanding of the differences between French law and Moroccan law.
The week was a real success and promises positive cooperation between the two countries.
About the project
This project, launched in 2017, aims to internationalise training in business and notarial law. Entirely financed by the Auvergne Rh?ne-Alpes Region, it promotes the special relationship between our region and that of Rabat-Salé Kénitra, particularly through the links forged over several years between Jean Moulin Lyon 3 University and Hassan I University.
During their various meetings, the presidential teams identified concrete actions to be implemented between the professors of both institutions.
Several projects have already been launched, notably on digital education and legal education.
For each training project, three main objectives are systematically pursued:
- 1st objective: students are taught by professors
The individual professors bring their national law expertise to students in the relevant programmes at Lyon 3 (IDPI degrees for the real estate and family law divisions / Law Faculty degrees, in particular IDEA for business law at Master’s level for the most part) and at Hassan I (professional degree in notarial law/1st year Master’s in company law and 2nd year Master’s in intellectual property law).
- 2nd objective: enhancing professors’ skills through initial foreign law training in their special subject area (Moroccan law for Lyon 3 and French law for Hassan I).
The internationalisation of training courses not only entails the involvement of foreign professors, it also requires that the parties from the two countries concerned are able to meet intellectually, meaning that they should have a minimum of knowledge about the specific characteristics of their counterpart.
- 3rd objective: the development of a MOOC on the theme selected for each of the areas, from a French-Moroccan perspective.
The theme determined by the Jean Moulin University and Hassan I teams for each area must highlight the specific characteristics of French-Moroccan cooperation (for example, a comparative approach to real estate ownership in Morocco).
